Try Toni %26amp; Guy in Long Beach. There is also the Paul Mitchell Advanced Academy in Costa Mesa. You could always hair model for some of the fabulous guest stylist that come into teach in Costa Mesa. You could also find the most expensive salon in your town and be a hair model for them. (For that you need to be fairly open- but the work is good and free.)

look for a Beautician School! They are training but do good jobs( their work is checked on the spot by instructors) and they TRY very hard to please.
